SNP confirms date hundreds more prisoners will be released early from Scots jails
ALMOST 400 more short-term prisoners are set to be released from February under SNP ministers’ latest move to tackle overcrowded prisons, it emerged today
The Scottish Sun revealed last week how an emergency bill was set to be laid in Holyrood in the coming days – with inmates freed from early 2025.
Prisoners serving sentences of less than 4 years could be released after serving 40 per cent of their sentence[/caption]And today Justice Secretary Angela Constance confirmed plans to pass the law in the coming weeks then release between 260 and 390 inmates in three waves over six weeks from February.
The Prisoners (Early Release) (Scotland) Bill proposes prisoners serving sentences of less than four years – apart from those sentenced for domestic abuse or sexual offence – would be released after serving 40 per cent of their sentence, rather than 50 per cent at present.
It paves the way for the initial wave of releases, then all prisoners who meet the criteria then free earlier when they reach 40 per cent of their sentence.
And the Bill will also give SNP ministers the power to release prisoners serving sentences of four years or more – such as killers – without parliamentary approval in future.
Ms Constance said: “Long-term action is necessary to deliver a sustained reduction to the prison population and support the effective functioning of prisons.
“We need the prison system to focus on those who pose the greatest risk to the public and provide a range of support to help reduce reoffending and integration back into the community.”
The SNP’s knee-jerk plans to release even more prisoners represent a threat to public safety
Liam Kerr
But Scottish Conservative shadow justice secretary Liam Kerr said: “The SNP’s knee-jerk plans to release even more prisoners represent a threat to public safety and highlights the appalling lack of strategy and planning at the heart of the SNP’s approach to justice.
“Victims will be deeply alarmed that ministers are now planning to railroad through legislation without full scrutiny that will release some categories of prisoners at an even earlier stage in their sentence and hold open the ability for the Government to do the same for more dangerous prisoners.”
We told last week of warnings from councils and prison inspectors that cash-strapped local authorities – who deal with ex-prisoners on probation – would “struggle” with the additional workload.
The Scottish Government yesterday claimed that releasing prisoners “in three tranches over six weeks” would “allow the Scottish Prison Service and other delivery organisations to prepare to implement the change in release point”.
In June and July, 477 people were let out early under a previous emergency scheme – but dozens reoffended within weeks and were put back behind bars.
Scotland’s prison population was 8,253 this month, above the target capacity of 8,007.
Critics have blamed SNP ministers for the crisis after years of delays to upgrading or renewing prisons.

A BRITISH expat and his Irish wife suffered a terrifying attack in their Costa Blanca home perpetrated by masked intruders who confused them with drug dealers.
They needed hospital treatment for injuries they suffered when the armed gang broke into their property in the middle of the night and assaulted them.
The incident occurred in Alicante[/caption]It was in the mistaken belief they were hiding large amounts of cannabis resin the criminals planned to steal.
The unnamed Brit, a school teacher, was left with a serious head wound which required 18 stitches after being pistol-whipped during the nightmare incident. His partner also needed stitches.
The drama occurred on a residential estate called Torre Zenia in Lomas de Cabo Roig, part of the Orihuela Costa area south of Alicante which is a popular expat and holiday destination.
The drama occurred on a residential estate called Torre Zenia in Lomas de Cabo Roig, part of the Orihuela Costa area south of Alicante which is a popular expat and holiday destination.
The intruders, said to have spoken with Eastern European accents, are thought to have mistaken the home they targeted with another property the couple are understood to own nearby which has been taken over by squatters.
The couple who were attacked, and asked not to be named “for fear or reprisals”, recounted their horror experience to a local Spanish paper as part of a call to police to increase their presence in the area.

Pro plumber shares the exact temperature your thermostat needs to be at to make sure you avoid pricey frozen pipes
AS snow lands over the UK and temperatures plummet, if you want to avoid pricey frozen pipes, you’ll need to listen up.
To ensure you avoid internal and external damage during the winter months, homeowners must ensure they prepare ahead of time.
A plumber has revealed the exact temperature to keep your home at to ensure your pipes don’t freeze this winter[/caption] So as temperatures plummet and snow lands in the UK, you’ll need to take notes if you want to avoid any pipe disasters this season[/caption] According to David Doran, keeping your home at a stable temperature is key[/caption]Cold temperatures increase the risk of household pipes freezing and cracking, which can cause significant damage to both plumbing and heating systems.
But fortunately for you, there are some simple steps you can take to prevent this.
And don’t worry, you won’t need to brave the cold and go and do anything to your pipes.
In fact, everything you need to check is in your home, so it’s perfect for chilly days like today.
According to a professional plumber, if you want to ensure your pipes don’t freeze, you’ll need to make sure your home is at the correct temperature.
David Doran, a plumbing expert at Blackstone Plumbing & Heating Ltd, explained that you should check that your thermostat is on the right settings.
While many of us may be tempted to crank up the central heating on chilly days, David recommends keeping your home at a stable heat.
David advises homeowners to keep an their pad at an ideal temperature between 18°C and 20°C.
Setting the thermostat to a minimum of 18 degrees helps keep the pipes warm and ensures the temperature isn’t too low to prevent pipes from freezing.
According to this pro, many modern central heating systems have a “frost protection” mode, which keeps your home above freezing while using minimal energy.
But if you’re lucky enough to be jetting abroad this winter, or are on a budget and simply want to cut back on your heating use, you’ll need to avoid turning the heating off entirely.
The expert explained that when sleeping or when the house is empty, it’s recommended to lower the temperature to around 15 to 17°C.
Cheap gadgets to help you stay warm
MARTIN Lewis' MoneySavingExpert shared six gadgets that can help you keep the heating off but stay warm.
Heating “the human not the home” means you warm yourself instead of turning on the heating and heating the whole house.
This can save money on your heating bill and means you don’t have to sit in the cold.
- USB gloves – initial cost £10, cost to run less than 1p an hour
- Heated insoles – initial cost £10, cost to run less than 1p an hour
- USB hand warmers – initial cost £15, cost to run less than 1p an hour
- Electric gilet – initial cost £50 (including battery pack), cost to run less than 1p an hour
- Microwaveable wheat bag – initial cost £4, cost to run less than 1p per hours
- Reusable hand warmers – initial cost £5 for a pair, cost to run less than 1p per hour
Doing so saves energy while still preventing the house from getting too cold.
This in turn improves efficiency and will save you cash on your energy bills, making it a win win this season.
5 Money-saving tips for autumn/winter
1. Draught-proof your home
It takes time and money to heat up your home, so it’s important that you do as much as you can to keep in the warmth. Close your doors and windows, and fill any gaps with a draught excluder.
2. Dial down your thermostat
According to Energy UK, turning down your thermostat by just one degree Celsius could cut your heating bill by up to 10%, and save you around £85 per year. Plus, if you don’t have a thermostat, installing one could save up to £70 per year!
3. Move furniture around
Make sure not big, bulky furniture like sofas are blocking radiators.
4. Wash clothes on a lower temp and add an extra spin
Unless it’s bedding, towels or really dirty items, dial down the temperature to 20 or 30 degrees, and do a double spin to remove excess water.
5. Heat the person not the home
There’s not point heating up a room that no one is sitting in, so be mindful about which radiators are on.
Alternatively, you can schedule regular heating intervals throughout the day to ensure your pipes remain warm and reduce the chance of freezing.
Not only this, but you should also ensure your boiler is serviced regularly to keep it in optimal working condition.
Ensuring your boiler is regularly checked helps maintain consistent heating throughout your home and checks for leaks, blockages, and safe device functionality.
David recommends having your boiler serviced annually to ensure safe and efficient operation, which will also prevent issues such as gas leaks and carbon monoxide poisoning too.

I’m A Celeb’s ‘secret feud’ reignites as fuming Tulisa takes a swipe at campmate
I’M A Celeb’s ‘secret feud’ has reignited as fuming Tulisa took a swipe at her campmate.
It happened as the camp mates gathered round to cook after Radio 1 star Dean McCullough bagged just two stars.
The hungry campers were greeted with buffalo tail for dinner, and Danny and Melvin were in charge of cooking again.
Camp leader Tulisa gave her advice on how to cook the meat, but wasn’t able to get involved due to her role.
After telling McFly star Danny how to cut the meat and cook it, she was left disappointed by the buffalo tail and told Melvin it was “tough.”
Melvin told the Bush Telegraph: “I could see Tulisa peering over and she had a few facial expressions.”
Melvin replied to Tulisa: “Really? Is it not nice?” to which she added: “It’s just tough.”
Danny defended his cooking to the Bush Telegraph, as he said: “The tail gave it flavour.”
When Tulisa had her own turn in the Bush Telegraph she said: “Get me off as camp leader and somebody put me back on chef station.”
She then screamed and said: “Let me cook it,” adding: “Please.”
The N-Dubz star also said she was trying her best “not to be bossy” when it came to cooking.
But it’s not the first time fans have spotted a ‘feud’ between Danny and Tulisa.
Earlier this week when Danny was cooking dinner, he made sure to check with Tulisa about his plans – talking her through step by step of the meal.
Giving her blessing, Tulisa replied: “Good, well done. This is why I have allocated.”
Speaking in the Bush Telegraph, Tulisa said: “Part of me was really frustrated. I just wanted to get stuck in and say ‘let me do it’ or ‘just give it to me’.

“But then the other part of me was like ‘can you just do it for me please?'”
As Danny and Melvin were prepping the meal in a torrential thunderstorm, Tulisa asked: “Guys, are you heating oil in that pan?
“If it’s sitting on that flame there it’ll just start smoking.”
It then cut to Melvin in the Bush Telegraph reflecting on the high-pressure situation.
He said: “I could see Tulisa was looking from afar and looking for kind of things and nod if that’s a good idea or stare if she thinks something didn’t sound right.”
Fans are convinced there’s some bad feeling between Tulisa and Danny – after she was very quick to pick him to do the first Bushtucker Trial.
One said: “omg getting riled up at tulisa trying to tell danny how to cook as if i don’t watch him make his tea every night on insta stories.”
Another added: “can someone tell this to tulisa? girlll, danny jones was a masterchef finalist.”
